Each house you build starts off empty and gradually fills over time, based on how well you meet the needs of the local population. However, while building houses is straightforward enough, growing your population is more complicated. Anno 1800 doesn’t simulate unemployment, so there’s no punishment for having a large population surplus. You will need to do this anyway to fill your farms and factories, but it’s important to bear in mind that you can keep on building houses after you’ve met those requirements. This means the best way to earn money in Anno 1800 is simply to build lots of houses. Each farmhouse you construct earns a set amount of money at regular intervals, while upgrading that farmhouse to house higher population tiers increase that overall income. Let me know if you find any further improvements.The most important thing you need to know for playing Anno 1800 is that it’s households, not people, which form your main source of income. Only the outmost farmers in the corners have 87-91% access to the pubs and markets but that seems to be enough since the houses are still filled (all 10/10). Without any New World goods, this provides: Here's an ingame screenshot showing 2x2 of these layouts (83x71 total), with artisans and workers centered along the middle three rows. There was a fire in my town but one fire station could handle it easily with a second mobilized unit moved the pub to the middle to allow for better coverage of more distant houses.The layout now has two more houses (98) and unused tiles were reduced by 3 (still 7 left). Going to build it now and see if I can make any more optimizations. All institutions are also centered around the middle to keep travel times more even. I optimized your layout a bit (haven't tested it yet) and reduced it to 42x36 (1512) tiles with surrounding streets, removing many 'dead' tiles while maintaining 6-tile high rows which allow for easier modification later on.

You can also use the blueprint mode to slowly add buildings as you go so setup the entire thing, start with the houses, then upgrade the blueprinted buildings as you need them. Highly recommended to avoid over spending, or using your work force without getting the full effect. You can use the super-handy Blueprint Mode to layout the entire thing before committing resources.
^.^ The blank spaces in the center of each donut as well as behind the police station are for ornaments or whatever you want. You can string several of these together for a nice, perfect grid that does everything an Artisan needs. The grid is completely self-sustaining and modular.
